គោលការណ៍ឯកជនភាព — Privacy Policy

ថ្នាលបឋម (Primary Learning Platform) គឺជាថ្នាលសិក្សាឌីជីថលរបស់ក្រសួងអប់រំ យុវជន និងកីឡា នៃព្រះរាជាណាចក្រកម្ពុជា សម្រាប់សិស្ស គ្រូបង្រៀន និងបុគ្គលិកអប់រំបឋមសិក្សា ដែលគ្រប់គ្រងដោយនាយកដ្ឋានបឋមសិក្សា។ គោលការណ៍នេះ ពន្យល់អំពីទិន្នន័យដែលប្រព័ន្ធប្រមូល និងរបៀបប្រើប្រាស់ទិន្នន័យទាំងនោះ សម្រាប់គេហទំព័រ plp.moeys.gov.kh និង plpedtech.com និងកម្មវិធីទូរស័ព្ទ «ថ្នាលបឋម PLP» លើ Android និង iPhone។

PLP (Primary Learning Platform) is the digital learning platform of the Ministry of Education, Youth and Sport of Cambodia, operated by the Department of Primary Education for primary-school students, teachers and education staff. This policy explains what data the platform collects and how it is used, for the websites plp.moeys.gov.kh and plpedtech.com and the “ថ្នាលបឋម PLP” mobile app on Android and iPhone.

១. ទិន្នន័យដែលប្រមូល — Data we collect

ទិន្នន័យភាគច្រើនត្រូវបានបញ្ចូលដោយសាលា និងគ្រូបង្រៀន មិនមែនដោយសិស្សខ្លួនឯងទេ។

Most of this data is entered by schools and teachers, not by pupils themselves.

• ព័ត៌មានគណនី៖ ឈ្មោះ ឈ្មោះអ្នកប្រើប្រាស់ តួនាទី សាលា និងថ្នាក់ — គណនីត្រូវបានបង្កើតដោយសាលា ឬក្រសួង មិនមែនដោយអ្នកប្រើប្រាស់ខ្លួនឯងទេ។
  Account information: name, username, role, school and class. Accounts are created by schools or the Ministry — there is no self-registration in the app.
• ព័ត៌មានផ្ទាល់ខ្លួន៖ ថ្ងៃខែឆ្នាំកំណើត ភេទ លេខទូរស័ព្ទ អ៊ីមែល អាសយដ្ឋានលំនៅដ្ឋាន (ភូមិ ឃុំ/សង្កាត់ ស្រុក/ខណ្ឌ ខេត្ត/រាជធានី) និងរូបថតប្រវត្តិរូប។
  Personal details: date of birth, gender, phone number, email address, home address (village, commune, district, province) and profile photo.
• ព័ត៌មានអាណាព្យាបាល៖ ឪពុក ម្តាយ សាច់ញាតិ វត្តអារាម ឬមណ្ឌលកុមារកំព្រា ដែលជាអាណាព្យាបាល និងលេខទំនាក់ទំនងរបស់ពួកគេ។
  Guardian details: the father, mother, relative, pagoda or orphanage acting as guardian, and their contact numbers.
• ព័ត៌មានសុខភាព៖ កម្ពស់ ទម្ងន់ សន្ទស្សន៍ម៉ាស់រាងកាយ (BMI) ការចាក់វ៉ាក់សាំង និងការពិនិត្យពិការភាព (ដូចជា ការមើលឃើញ និងការស្តាប់ឮ) ដែលកត់ត្រាដោយសាលា។
  Health information: height, weight, body mass index (BMI), vaccinations and disability screening (such as sight and hearing), recorded by the school.
• ទិន្នន័យសិក្សា៖ វត្តមាន ការសុំច្បាប់ លទ្ធផលលំហាត់ ការប្រឡង កិច្ចការផ្ទះ និងវឌ្ឍនភាពសិក្សា។
  School and learning records: attendance, leave requests, exercise results, exam scores, homework and learning progress.
• ខ្លឹមសារដែលអ្នកប្រើប្រាស់បញ្ជូន៖ រូបថត និងឯកសារកិច្ចការផ្ទះ និងសំណួរ ចម្លើយក្នុងវេទិកា។
  Content users submit: homework photos and files, and forum questions and answers.

កម្មវិធីមិនប្រមូលទីតាំង ទំនាក់ទំនងក្នុងទូរស័ព្ទ ឬទិន្នន័យហិរញ្ញវត្ថុទេ ហើយក៏មិនមានឧបករណ៍វិភាគ ឬរាយការណ៍កំហុសរបស់ភាគីទីបីដែរ។

The app does not collect location, phone contacts or financial data, and contains no third-party analytics or crash-reporting tools.

២. ការអនុញ្ញាតឧបករណ៍ — Device permissions

• កាមេរ៉ា៖ សម្រាប់ស្កេន QR Code ចូលគណនី និងថតរូបកិច្ចការផ្ទះ ពេលអ្នកជ្រើសរើសប៉ុណ្ណោះ។
  Camera: only to scan a QR code to sign in, and to photograph homework when you choose to.
• រូបថត និងឯកសារ៖ សម្រាប់ជ្រើសរើសរូបថត ឬឯកសារដែលអ្នកចង់ផ្ញើជាកិច្ចការផ្ទះប៉ុណ្ណោះ។
  Photos and files: only to pick the photos or files you choose to submit as homework.

៣. ការប្រើប្រាស់ និងការចែករំលែក — Use and sharing

ទិន្នន័យត្រូវបានប្រើសម្រាប់គោលបំណងអប់រំតែប៉ុណ្ណោះ ក្នុងក្របខ័ណ្ឌក្រសួងអប់រំ យុវជន និងកីឡា៖ ដើម្បីចូលគណនី បង្ហាញមេរៀន កិច្ចការ និងតេស្តតាមថ្នាក់ និងឱ្យគ្រូកត់ត្រាវត្តមាន ដាក់ពិន្ទុ និងតាមដានសុខភាពសិស្ស។ យើងមិនលក់ទិន្នន័យ មិនបង្ហាញពាណិជ្ជកម្ម និងមិនចែករំលែកទិន្នន័យផ្ទាល់ខ្លួនទៅភាគីទីបីសម្រាប់ទីផ្សារទេ។

Data is used solely for educational purposes within the Ministry of Education, Youth and Sport: to sign users in, show each class its lessons, homework and tests, and let teachers take attendance, grade work and monitor pupils' health. We do not sell data, show advertising, or share personal data with third parties for marketing.

អ្នកដែលអាចមើលទិន្នន័យ៖ សិស្សមើលព័ត៌មានរបស់ខ្លួន គ្រូមើលទិន្នន័យសិស្សក្នុងថ្នាក់ដែលខ្លួនបង្រៀន ហើយមានតែបុគ្គលិកសាលា និងក្រសួងដែលមានសិទ្ធិប៉ុណ្ណោះ ដែលអាចមើលបាន។

Who can see data: pupils see their own information, teachers see pupils in the classes they teach, and otherwise only authorised school and Ministry staff.

វីដេអូមេរៀនចាក់តាមរយៈ YouTube ក្នុងរបៀបការពារឯកជនភាព ដែលមិនរក្សាទុក cookie និងមិនប្រើអ្វីដែលបានមើលសម្រាប់ផ្តល់ការណែនាំផ្ទាល់ខ្លួន។ ពេលចាក់វីដេអូ YouTube (Google) អាចទទួលបានអាសយដ្ឋានបណ្តាញរបស់ឧបករណ៍ តាមគោលការណ៍របស់ Google។ ការចែករំលែកតំណទៅកម្មវិធីផ្សេង កើតឡើងតែពេលអ្នកចុច «ចែករំលែក» ប៉ុណ្ណោះ។

Lesson videos play through YouTube in privacy-enhanced mode, which stores no cookies and does not personalise from what is watched. When a video plays, YouTube (Google) may receive the device's network address under Google's own policy. Sharing a link to another app happens only when you tap Share.

៤. ឯកជនភាពកុមារ — Children's privacy

ថ្នាលបឋមត្រូវបានរចនាសម្រាប់សិស្សបឋមសិក្សា ក្រោមការគ្រប់គ្រងរបស់សាលា និងគ្រូបង្រៀន។ គណនីសិស្សត្រូវបានបង្កើត និងគ្រប់គ្រងដោយស្ថាប័នអប់រំ។ កម្មវិធីមិនមានពាណិជ្ជកម្ម ការទិញក្នុងកម្មវិធី ឬឧបករណ៍តាមដានភាគីទីបីទេ។

PLP is designed for primary-school students under the supervision of schools and teachers. Student accounts are created and managed by educational institutions. The app contains no advertising, no in-app purchases and no third-party trackers.

៥. សុវត្ថិភាព — Security

ទិន្នន័យត្រូវបានអ៊ិនគ្រីបក្នុងពេលបញ្ជូន (HTTPS)។ នៅក្នុងទូរស័ព្ទ កម្មវិធីរក្សាទុកតែសញ្ញាសម្គាល់ការចូលគណនី (ក្នុងឃ្លាំងសុវត្ថិភាពរបស់ឧបករណ៍) ឈ្មោះគណនីចុងក្រោយរហូតដល់ ៣ និងសៀវភៅដែលបានទាញយក។ លេខសម្ងាត់មិនត្រូវបានរក្សាទុកក្នុងទូរស័ព្ទទេ។

Data is encrypted in transit (HTTPS). On the phone, the app keeps only a sign-in token (in the device's secure storage), up to the last 3 usernames, and downloaded books. Passwords are never stored on the phone.

៦. សិទ្ធិរបស់អ្នក និងការលុបគណនី — Your rights and account deletion

អ្នក ឬអាណាព្យាបាលរបស់សិស្ស អាចស្នើសុំមើល កែតម្រូវ ឬលុបទិន្នន័យ តាមរយៈនាយកសាលា ឬទាក់ទងនាយកដ្ឋានបឋមសិក្សាដោយផ្ទាល់។ របៀបស្នើសុំលុបគណនី មាននៅទំព័រ លុបគណនី។

You, or a pupil's parent or guardian, can ask to see, correct or delete data through the school principal or by contacting the Department of Primary Education directly. How to request account deletion is explained on the account deletion page.
